Harbor Brook Treatment Wetlands CSO Storage
Sealed bids for the construction of Harbor Brook Treatment Wetlands CSO Storage, Contract No. 1, will be received by the Director, Onondaga County Division of Purchase, 13th Floor Civic Center, 421 Montgomery Street, Syracuse, New York 13202, until 2:00 P.M. Local Time, on July 9, 2020, and there at said office, at said time, publicly opened and read aloud.
The project consists of modifications to the existing Harbor Brook Treatment Wetlands to include new precast concrete structures, a cast-in-place grit chamber, pile-supported foundations, sewer piping, access road improvements, and related electrical and instrumentation work.
The Issuing Office for the Bidding Documents is Avalon Document Services, 901 North State Street, Syracuse, New York 13208. Prospective Bidders may examine the Bidding Documents online and may also obtain copies of the Bidding Documents from the online “public jobs” plan room: www.avalonsyr-planroom.com. A non-refundable deposit of twenty dollars ($20.00) payable to Avalon Document Services will be required to download from the Issuing Office website as PDF files or to obtain a compact disc (CD) of the Contract Documents (Project Manual, Contract Drawings). The payment includes shipping and tax. By submission of the $20.00 non-refundable payment, bidder will be registered as an official plan holder. It is strongly recommended that all bidders be registered plan holders to insure receipt of addenda. Subcontractors, suppliers, equipment vendors, etc. will also be required to submit the non-refundable payment to receive the Contract Documents.
If bidders wish to purchase printed copies of the Contract Documents, they may be obtained directly through Avalon Document Services. Only official plan holders will be allowed to obtain printed copies of the Contract Documents. Bidders acknowledge that they are responsible for review of all components of the Contract Documents, including all specification sections and drawings, regardless of how many drawings they print and in which format/size they are printed. Full-size Contract Drawings are on 22-inch x 34-inch paper. Bidders acknowledge they are responsible for properly scaling drawings if they are printed at any other size.
Each plan holder of record will be notified by an e-mail regarding each addendum issued for the project. E-mails will be from Avalon Document Services “ReproConnect.” It is the responsibility of each prospective bidder to submit an accurate e-mail address when requesting Bidding Documents. It is the responsibility of each bidder to check the Public Jobs Planroom on the www.avalonsyr-planroom.com website to ensure that all addenda have been received and to download each addendum that is issued.
Copies of the above described Contract Documents may be examined at no expense at the Division of Purchase, 13th Floor Civic Center, 421 Montgomery Street, Syracuse, New York 13202; at the office of the County of Onondaga, Department of Water Environment Protection, 3rd Floor, Administration Building, 650 Hiawatha Boulevard West, Syracuse, New York 13204; Bidding documents may also be viewed at the Syracuse Builders Exchange, Inc., 6563 Ridings Road, Syracuse, New York, 13206 or online at www.syrabex.com or viewed online through Dodge Data & Analytics a www.construction.com
A pre-bid meeting will be held on Thursday, June 18, 2020 at 9:00 am at the Project site. Use Rowland Street entrance off Velasko Road (between Grand Avenue and West Onondaga Street), Syracuse, New York 13219. A site tour will follow. Face masks are required for all attendees and social distancing will be practiced. Attendance is highly encouraged but is not mandatory.
Each bid must be accompanied by cash, certified check, or bid bond in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders. In addition, the Contractor shall be required to provide a “Statement of Surety’s Intent” with his bid.
The Bidders should not include in their bid the Sales and Compensating Use Taxes on the cost of the materials which are to be incorporated into the Project and which are to be separately sold by the Bidder to the municipality prior to incorporation into the Project.
The right is reserved to waive any informalities in the Bid and to reject any or all bids.
