where such proposals will be publicly opened and read aloud. Proposals may be hand delivered or mailed to the above location and must be received at such time.
Scope of work: Convert 18 manually operated double doors (9 sets), to automatic operators. These automatic operators will work in conjunction with the existing fire alarm system, building management systems and access control system. The proposed work will integrate into each system to provide touchless operation of the doors. Doors will open by both hand wave and motion
sensors depending on approach.
All work on this Contract is to be completed within 125 calendar days, starting ten (10) calendar days after all final approvals, which may include approvals of the New York State Attorney General and the Office of the State Comptroller.

Complete sets of Contract Documents for bidding may ONLY be obtained from: Avalon Document Services. Section 143 of the State Finance Law requires payment of a deposit to receive these documents. Plan House will accept business checks, credit cards or cash for this deposit (no personal checks will be accepted). Accordingly, a non—
refundable deposit check in the amount of $49.00 made payable to SUNY Upstate Medical University is required. Deposits less than $50.00 are non refundable.
No pre-bid conference and project walk-through will be held. No individual walk throughs will be provided.

Bids must be submitted as three (3) complete packages, which must have original signatures on the forms provided by the University,in accordance with the instructions contained in the Information for Bidders. Security will be required for each bid in an amount not less than five (5) percent of the Total Bid.
It is the policy of the State of New York and the State University of New York to encourage minority business enterprise participation in this project by contractors, subcontractors and suppliers, and all bidders are expected to cooperate in implementing this policy.
The selected contractor must comply with M/WBE goals. State University of New York goals are: 11% MBE and 19% WBE participation of the total contract value. State University of New York also has a goal for the Work Force participation: EEO 10% WBE and EEO 10% MBE of total work force on the project.
The State University of New York reserves the right to reject any or all bids.
