The Town of Penfield (Owner) is requesting Bids for the construction of the following Project:
Penfield DPW Garage
In accordance with Section 103 of Article 5-A of the General Municipal Law, sealed Bids for the
construction of the Project will be received at the office of the Town of Penfield, located at 3100 Atlantic
Avenue, Penfield, New York 14526, until April 26, 2024, at 10:00 AM local time. At that time the Bids
received will be publicly opened and read.
The Project includes the following Work:
Construction of a new pre-engineered Highway Garage/DPW building of approximately 72,000 s.f., a
new Fuel Station, three new fabric covered storage facilities for salt, sand, and topsoil, and a new pole
barn. The new buildings will be located at the current Town DPW site located on Jackson Road in
Penfield, NY. The new DPW garage will be a pre-engineered metal building including insulated metal
wall/roof panels, storefront doors/windows, partial height reinforced masonry exterior walls, and a
shallow foundation system consisting of concrete foundation walls and footings. The new DPW spaces
include a main garage (vehicle parking), a maintenance/repair area, an administrative office area, and
storage mezzanines. Demolition of the existing storage barns and DPW garage will be required with
limited hazmat abatement needed. Site improvements will include asphalt drive areas, concrete
walks/pads, grading, oil-water separator, fencing, sub-surface utilities, stormwater structures, and
landscaping. This project will be performed under Wick’s Law and will require a total of five (5) prime
contracts. General Construction shall include architectural and site scope of work. Other primes will
include Electrical, Plumbing, Mechanical (HVAC) and Fuel Station Construction. The DPW site will
remain owner-occupied throughout the duration of construction and construction phasing will be
required.

Project has an expected duration of 810 days.
Bidding Documents may be examined at the Town of Penfield (3100 Atlantic Avenue, Penfield, New York
14526), on Mondays through Fridays between the hours of 9:00 AM and 3:30 PM. Bidding Documents
will not be available from MRB Group or the Owner.
A pre-bid conference for the Project will be held on April 10, 2024 at 10:00 AM at the Penfield DPW
facility at 1607 Jackson Road, Penfield, New York 14526. Attendance at the pre-bid conference is
encouraged but not required. Owner will excavate three (3) test pits in the northeast corner of the
future highway garage building for bidders to visually observe.
All inquiries pertaining to this project are to be directed to MRB Group, not to the Town of Penfield.
This project requires a non-refundable fee of $710 made payable to Avalon.
